Dedicated team in Poland, SSC or GBS: which operating model fits?

Compare a dedicated team in Poland with a Shared Service Center and Global Business Services, using criteria for piloting, governance and scaling.

Updated on August 28, 2026Technically Responsible: Michael KulinskiPrimary sources checked

Short answer: An SSC consolidates clearly defined, repeatable services for multiple internal units. GBS goes further: it manages several functions as an integrated global service portfolio with shared governance and continuous transformation. In contrast, a dedicated specialist team focuses on a defined area of expertise, such as Finance, software development, or data. For many medium-sized companies, a focused specialist team or a small SSC pilot is the better start; GBS only becomes sensible when multiple services, a robust governance model, and sufficient internal maturity are present.

The three models in a decision table

Feature Dedicated specialist team SSC GBS
Typical scope a function or clear area of expertise standardized services for multiple units multiple functions as an integrated service portfolio
Control department at headquarters plus local lead service owner, SLAs, KPIs, and escalations cross-functional governance, portfolio, and transformation responsibility
appropriate start small core team with a clear task pilot process with repeatable volume existing service organization with sufficient size and maturity
main advantage focus, closeness to the department, fast learning cycle Standardization, Scaling, and Transparency Integration, End-to-End Responsibility, and Continuous Optimization
Main Risk Isolated Satellite Team Shifting Unresolved Processes Too Complex Target operating model without Internal Maturity
Meaningful Next Level Additional Roles or Second Process Additional Processes and Locations Automation, Data and Transformation Portfolio

The terms are not always used consistently in the market. Therefore, the decisive factor is not the label, but whether scope of services, customers, responsibilities, key figures, and decision rights are clearly defined.

Dedicated team in Poland: a focused starting point

A dedicated specialist team in Poland handles a clear area of expertise. That can be a Finance Hub, an IT Hub, a data team or a technical support unit. The employees are part of the company’s own organisation but work closely with a business unit in the parent company.

The model is suitable when:

  • a specific skill or capacity needs to be built up;
  • the process is not yet fully standardized and joint learning cycles are required;
  • know-how and employee retention are more important than immediate broad consolidation;
  • a clear business owner exists in the parent company.

The greatest risk is organizational isolation. The team must not merely receive tasks; it also needs product, process or outcome responsibility and direct access to decision-makers.

SSC: standardized services with service governance

A Shared Service Center consolidates repeatable services for multiple internal units. Typical areas include Accounting, Reporting, HR Operations, Procurement, Customer Operations, Master Data, or IT Support. The value is not created solely by a shared location, but through a unified service model.

Before the start, at least the service catalog, internal customers, volume framework, handover points, quality metrics, and escalations should be defined. The existing service page Building Shared Services in Poland describes the operational setup of scope, governance, location, and key roles.

An SSC is particularly suitable when several business units use similar services and processes are sufficiently documentable. It is less suitable when each unit demands special paths or the parent company does not appoint binding service owners.

GBS: integrated portfolio instead of larger SSC

Global Business Services is not merely an SSC with more employees. GBS connects multiple functions, regions, and delivery models under unified management. This often includes end-to-end process responsibility, data and automation programs, a consistent customer experience for internal recipients, and continuous transformation.

A GBS model typically requires:

  1. several already clearly defined service areas;
  2. joint governance across functional boundaries;
  3. reliable data on performance, quality, costs, and demand;
  4. Leaders with portfolio and transformation competence;
  5. A parent company that can actually enforce standards.

Those who do not meet these requirements should use GBS as a target vision and not as a starting label.

Decision matrix for medium-sized businesses

Evaluate each statement with 0, 1, or 2 points: 0 means “no,” 1 “partially,” and 2 “clearly proven.”

Test question Specialist team SSC GBS
There is a clearly defined competency with its own subject matter owner. 2 1 1
Several units require the same repeatable service. 0 2 2
Service catalog, quantities, and quality criteria are documented. 1 2 2
Several functions should be managed together. 0 1 2
End-to-end process and transformation responsibility is desired. 1 1 2
The parent company can enforce standards bindingly. 1 2 2
A small pilot should learn before the broad migration. 2 2 1

The highest score is a discussion signal, not an automatic decision. A model can be strategically attractive and still operationally too early. The GO/NO-GO matrix for market entry helps to link operating model, talent, costs, and leadership in the overall decision.

What current market data for Poland show

Poland has a large and mature business services sector. ABSL reported around 488,700 employees in 2,081 business service centers from 1,258 investors at the end of the first quarter of 2025. Between January 2024 and March 2025, 61 new centers were opened; many of these were in IT and research and development. PAIH summarizes the sector in 2025 with more than 2,000 BPO, SSC/GBS, IT, and R&D centers.

These sizes indicate market breadth but do not guarantee easy access to every profile. A mature location also means competition for experienced team leads, process owners, language profiles, and specialists. The Comparison of Polish cities should therefore be linked to a role-specific talent mapping.

Governance before migration

A relocation should only begin once responsibilities are clarified in a simple RACI or decision-making logic:

  • Who owns the process and defines standards?
  • Who accepts the performance as an internal customer?
  • Who decides on personnel, priorities, and exceptions?
  • Which metric indicates quality, speed, and impact?
  • What is decided locally in case of disruptions, and what is escalated?

Without these answers, not only work migrates, but also uncertainty. The Polish site is then held responsible for problems whose cause lies in the lack of process design at the headquarters.

Pilot, transition, and scaling

A controlled setup usually follows five stages:

  1. select a suitable pilot process and the internal customers;
  2. document process, volume, interfaces, and exceptions;
  3. assign the lead role and the first core team;
  4. conduct knowledge transfer and parallel operation with clear acceptance criteria;
  5. only after stable performance, take on additional processes or functions.

The pilot should be important enough to test real collaboration, but not so critical that every learning mistake endangers overall operations. In contrast, a team without a planned scaling logic quickly remains an expensive special case.

Calculate complete business case

The comparison must not be limited to gross salaries. Employer contributions, management, recruiting, turnover, knowledge transfer, technology, workplaces, travel, external professional services, and the temporary double staffing during migration must be planned. The contributions to employer costs in Poland 2026 and to the costs of establishing the site provide the cost blocks for this.

For eligible new investments, the Polish Investment Zone may be relevant. PAIH points out that selected business services activities may be covered under the conditions of the funding rules. Possible funding should only be included in the business case after professional review and should never justify an operationally unsuitable model.

Common mistakes

  • GBS as a prestige label: Several functions are announced, although joint governance is lacking.
  • SSC without internal customers: Processes are being relocated, but no one takes service ownership and acceptance.
  • Specialist team without product proximity: Good specialists work as an isolated ticket unit.
  • Pilot too broad: Several immature processes are being migrated at the same time.
  • Costs without transition: Duplicate work, knowledge transfer, and leadership capacity are missing in the budget.
  • City before role profile: The location is chosen based on familiarity before the critical roles are defined.

FAQ

What is the main difference between SSC and GBS?

An SSC bundles clearly defined services. GBS manages multiple functions and delivery models as an integrated portfolio and more often takes on end-to-end and transformation responsibility.

With how many employees is an SSC worthwhile in Poland?

There is no general minimum size. Process volume, degree of standardization, management effort, and scalability potential are more important than a single number of employees. A small pilot can make sense if the next expansion phase is already planned.

Should Finance, HR, or IT be migrated first?

The best pilot has a clear owner, documentable processes, measurable quality, and controllable risk. The function with the greatest theoretical cost advantage is not automatically the best starting point.

Is Warsaw always the best location for GBS?

No. Warsaw offers a large international labor market, but other cities may be better suited for certain roles, cost models, and growth plans. The decision should be made based on roles.

Can a specialist team later become an SSC or GBS?

Yes. A successful specialist team can establish processes, leadership, and employer branding. However, the next level consciously requires new governance, service ownership, and metrics; growth alone does not yet make an SSC or GBS.
